- Added some more moderation tools to the server

- Cops no longer pay medical fees when they get killed by a criminal, while criminals do pay them now
- Fixed a small bug which gave some errors in the logs
- Lowered IG membership price to 17m
- Fixed a bug where if you did /kill you didn't get medical fees or lose score

- Houses now have value based storage for drugs and cash
- CIA can now install car bombs to their cars
- Fixed a bug where you could stay in/on a locked vehicle and use it

- Moved LS CIA / FBI spawn to the PD station
- Added a few more buffalo's for the CIA in LS
- You can no longer take drugs when you've been damaged in the last 30 seconds.
- You can no longer take drugs when a cop is near you.
- Changed the time on the auto-afk a tiny bit.

- Cops can no longer refill armour or health when a criminal is near, or when they've been damaged within the last 30 seconds
- You can't bribe cops inside an interior anymore. Same goes for FM/UD
- Bribery now has a 30 second cooldown, for both the criminal as the cop
- Factories now have a max storage based on their value, members have value / 918. non-members get value / 1836
